In RA2, I can easily change the cost of a unit by editing rules.ini
Can I do the same thing in Mental Omega 3.0?

You will need a rulesmo.ini file, stored in the MO mixes. You might need to ask around for this file.
Note that editing rulesmo.ini will cause you to be incompatible with other people in multiplayer games, unless they have exactly the same rulesmo.ini. Take note if you plan to edit it and play in the multiplayer lobby as well.
