This is mainly just a model change, but there are a couple of changes that serious Nod players will want to take note of.
Firstly the standard gun is more effective against infantry. The weapon no longer has the 75% damage scalar applied to it, so you are effectively doing a third more damage.
This should mean that the Buggy will be slightly more useful against infantry then before (it was useless).
Second, the Buggy can no longer gain the Laser upgrade. The laser was famous for not really doing better in terms of damage-per-second than the normal gun.
The Buggy can still gain the EMP coils upgrade.
So overall the usage is not that different. If you are facing a serious mass infantry threat than I would recommend going for the APC, despite the much higher price it is a much more useful anti-infantry vehicle than the Buggy.
If you have to quickly respond to a threat, for example if you get a "Commando detected!" EVA, then of course a Buggy will probably be a useful option.
The Buggy will still see most of its usage in the early game, as an unstoppable scout or as a 'meat shield' to soak up damage when partnered with Attack Cycles that are going on an enemy harvester run.
