I have exactly the same problem. I think its a problem with windows installer.
EDIT: SOLUTION: Move/Delete the files inside this folder: C:/users/*username*/appdata/roaming/microsoft/crypto/RSA/

That is an error I have absolutely never seen before. Try re-downloading the installer. If that doesn't help, you have a problem with your Windows.

THanks just thought I'd login today to say I finally found that solution that you recommended [but I didn't see because I haven't logged in] fixed a lot of things
