Shouldn't there just be a big list of what happens and how it occurs and just make that a sticky topic so people know about it and using it will lead to an offense/ban by the admins?

Yes, ideally there should be, although we are not about to tell players how to execute prohibited exploits. However, some of these issues are still under debate and undecided. For the moment, players are going to have to rely on the maxim that, if common sense tell you that something is prohibited, then it is prohibited.
