That's not regulated in the aimd but in the rulesmd. Your job, not mine
Anyway, it's the same as when the AI has 3 Con Yards. The it builds 3 buildings at once.
The eagle Red mod struggled with that bug for quite some time.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Andre 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

Note that this is a little different than giving units stat boosts though (unbalancing), and so in my book is fair enough.
