I solved it eventually thanks guys. The .dll is on the disk itself, must of been an installation failure.

I guess you need to reinstall your game. I've not see that particular error before but if you had the game installed when you upgraded to Win 10, a reinstall often fixes issues like that.

Install DirectX 9.0c from the June 2010 redistributable (it will only extract files to a folder. In that folder, run DXSETUP.exe as administrator).
