Red Alert 3 Uprising never had any multiplayer functionality, by design. It was a singleplayer-only expansion.
What you can do is play vanilla Red Alert 3 with the Upheaval mod, which brings all the Uprising units, with a few differences supposedly due to code limitations.

Are we going to be able to play Uprising in the near future, or do the devs have more important business to attend to. I'm pretty curious to know
