We have been having a few problems here, which should be fixed now. I have activated that account manually and that seems to have worked (it doesn't always).
Can you ask your friend to try to log into the web site now?

I've been trying to get my friend to play this game online with me through CnC-online, but for whatever reason he is not getting a verification email.
His email used was: Removed //ToxicShock
Though i've had many other friends get an account for CnC-online this is the first time i stumbled across this issue.
