This appears to be a known problem for players using the same internet connection for coop.

 

There is a workaround for it, but does require one of the 2 players to use an VPN Server.

 

If you're worried about the Bandwidth, perhaps Windscribe is an option for you. They offer 10 GB monthly for free after confirming the e-mail they've sent you.

I'm using Windows 10.

I have the normal Steam version of Red Alert 3 and I'm trying to play co-op with my brother(we are on the same router in the same house). We can log in to the server fine, but whenever we try to connect to each other's game the same error message appears in the chatbox:

 

"Connections are in progress, or connection problem detected. Please wait for the connection to finish, or kick the player who has the connection problem.

Connection in progress:

1-2"

I have tried disabling the DMZ and port forwarding from the router. I have tried both co-op and a normal multiplayer, and the same error appears.

 

Please help.
