ConYard Faction Choice in FinalAlert2

If you're making multiplayer map, the only way you can do it is by having it spawn for certain players using trigger, or edit the tech tree in the INI editor so that the tech doesn't belong to specific faction

 

Otherwise, there's really no known way to do it

I'm trying to create a custom multiplayer map with capturable bases however the con yards i place don't belong to any one faction in the game so the tech tree is super limited. How do I tell a con yard that it's Russia and not just 'soviet'? I'm super new to FinalAlert2 and would love some help with this issue. Thank you!
