How would I make an animation for a hero or unit already in the game?

A simple animation, like an example of inertia, so that A Gondor Soldier's legs are floating behind him when he moves?

so you want a hovering unit perhaps you could change the running animation so his legs are behind him in the air. (im not an expert at modelling infact i can barly model so don't blame me if it don't work)

If you want his regular movement to be floating, just put his legs above ground like Mr. Monkey said. I dont know how to make a special animation from scratch though.

import the skeleton you want to use and the make the animation ( hit the animation button (turns red) then move the slider at the bottom and move the skeleton in whatever way tou want, ull notice blue boxes appear on the timeline at the bottom of the screen these are the keys that tell the computer where the bones should be at that point.

once youve finished select all the bones and set them as bones in the w3d settings. then export as "pure animation" and select the skeleton it uses.

to get mopre info have a look for tutorials on the internet
