What would all have to be done to convert cartoony YR terrain to a more realistic and darker terrain seen in Tiberian Sun (i.e. having lighting effects on ingame voxel and SHPs)?
Is it even possible or does this question belong in the SHP and Voxel section?

no you're on the right forum
sounds interesting LH tought this probably will require a lot of work
lets also remind us that TS terrain is mostly mud and it's kinda simple in my perspective

I believe there is a community interest, and there has been for some time, in converting the terrain in YR over to something that was seen in Tiberian Sun. Despite the demand, very few are interested in actually doing it.
There has been a lot of unfinished and unresolved terrain editing but all of it is private from what I can perceive. I think it is time for someone to make a public one...if it is possible and depending on the work load.

Rather than converting existing TS terrain to RA2/YR, you would be better off making similarly themed stuff from the start. As long as it fits one of the existing pallets, it could be added to the public terrain expansion project as additional terrain.

What is your goal - remaking the YR terrain or making a new one?
Because a very simple solution would be to darken the pallette the terrain uses and then manually add more details.

MadHQ(Madness) and Gammate(FC) have new awsome terrain. Gamemates can be used in other mods i gues, dunno about Madhqs.
I think they both should release them in a pack separate becuse I thinkeveryone should use those.
lefthand prehaps madhq can learn you

What is the point in having differing tilesets available, it forces a mod to choose one over another and they may not all have the same features, limiting what is possible in a map depending on what you use in your mod. Better to merge them as far as possible.

I've played MooMan's YR Squared mod, and AFAIK the terrain is more or less complete for all theatres. It also has the added bonus of it containing all the extra tile sets from the Terrain Expansion.
For those of you who don't know of his terrain, screenshots of it can be found here.

Realism is so overrated it isn't even funny. You already know what happens in reality, how is that entertaining...?
