This isn't a bug; just how the game works. For Mordor, when you buy the Nazgul, they are mounted on horses. When they die the first time, you can revive them on foot only. There's a fortress upgrade that allows you to buy felbeasts for them. Get the upgrade and then buy felbeasts for the individual Nazgul.
