Hoard Controling

Can't we make a system where you can preset how many units you want in a hoard right before you buy it? Each single unit would cost a certain amout, and the time to build it, price, and command points would go into your custom hoard. Like when the game is in it's fullest, with both players having million of recorces, I want to make bigger hoards to take on their massive armies beacsue it's so hard to take care of and control thouse little hoards. And there's so many more new stratagies that can come from a system like this. This could even go into hoard combining somehow. You have these big hoards of a single unit type, and you want to combind different unit types, like any foot unit can combind with any other foot unit and you can keep adding onto it so you have a single army unit with a mix of melee, range, and... er... pike. But that may be a whole different topic.
So is it posible/a good idea too create a custom hoard size system?

Combine hordes. This will be far too complex to institute into the game.
While it's a nice idea, i've got to agree with the above poster. It'd be incredibly complicated to add into the game. You'd have to sort out a way to make armor/weapon upgrades work for all unit sizes, establish at what size a group constitutes a free banner carrier unit (or have them as a seperate trainable unit which complicates combinations further), and have to reconfigure every unit to be able to combine with every other unit size up to a predetermined limit. It's a lot of work for little gain.
Although I personally believe combining hordes to larger numbers - say, six batallions or hordes into one mega horde for certain unit combinations - would be nice to see, especially if the larger batallions had extra bonuses for the larger organization required. Two lines of gondor soldiers in defensive positions just doesn't cut it for me.

I don't like it. Isn't realistic - you'd just have a massive blob of guys running around. No cohesion or strategy involved. At all.
But for some, this may be more better suited to their style of gameplay. I play Mordor in a similar fashion - massive hordes of orcs, then just attack move. I worry about microing the other troops.
