He is in the game when Ring Heroes is enabled
He doesnt start the same place each time. He tends to want to go towards the enemies camp when you're inside a castle like Dol Gulduir, Minas Tirith, etc.
He appears for a few seconds and then disappears. Using Ivory Tower (men), Eye of Suron (Isen, etc) will uncover him.
Tip: when you do "see" him, use someones special power like Legolas's double arrows or Eomers spear, because they will use it on Gollum, even when he disappears again, once you have locked that heroes special ability onto him.

It sure does help. I just found him and used Gandalfs wizard blast on him though but I didn't kill him .

If you're playing with Men faction, then the best way to hunt down Gollum is buying the Ivory Tower upgrade for your fotrtress. Once you have it, make it work and send your two fatest units to kill him (the eagle and Gandalf riding Shadowfax). They two should kill him pretty fast (specially if you have some Gandalf's attacking spells such the lightning). Then, use Gandalf to capture the Ring and take it back home. It works for me nicely.
