Removing Air Force General from Challange Mode

I dove into the Campaign.INI (attached) and removed all traces of the Air Force General from the map rotation to keep him from crashing my game, the stubborn guy still shows up regardless, did I remove him incorrectly or is he just unavoidable?

The file is edited correctly. Where did you insert the edited Campaign.ini file?

Just saved over the original, haven't inserted it since I wasn't sure where to

 

Over the original? And where did you find that one? You need Contra's Campaign.ini, not Zero Hour's. Do this:

Open !Contra008.big (or the equivalent, depending on your Contra version) with FinalBig. Look for the Campaign.ini stored within the Data\INI directory. Mark the file and click on Edit > Extract and extract it anywhere you want (preferably to your Desktop). Open the file and replace GC_AirGeneral with another one. Save. Then open back the .big file and drag and drop the edited Campaign.ini saved with the same path (Data\INI\Campaign.ini). Save and close. Make sure your Zero Hour folder does not contain a Data\INI folder with files in it.
