If you are encountering this issue after updating to 3.3.1, for now try the following method to get around the error message and start the client again:
1) Download and install XNA Framework 4.0 Refresh from here: https://www.microsof...s.aspx?id=27598
2) Go to /Resources subfolder in Mental Omega directory and start clientxna.exe
