I imagine it's a quality issue (time and reliability). I suggest you try a few different VPN.

Hello,
I am having a problem starting any multiplayer game of Red Alert 3 through C&C Online. I am able to log in to C&C online inside the game and I am able to see other people in the lobby, chat with them, join open lobbies and have other people join my hosted lobby.
However whenever the host of the lobby tries to start the match (being it me or anybody else), a message in the chat area appears saying that there is a problem with the connection between me and the host of the lobby (or me and other players if I am the host). The error message is what seems to be a common one - something like - "Connection in progress / Connection could not be established between players 1-2."
I have tried to search through this forum to see if there are any tips how to fix this problem. I have tried all of the steps as described in this thread:

but it did not work.
I unfortunately do not have access to the router connected to the ISP, but I have tried connecting through VPN to another network that should be fine and I have also tried to use my mobile hotspot just to see if it works on different network. None of it worked though.
I do not have another computer at hand to determine if it is a network problem or a computer problem, but I am not running any other anti-virus/firewall software except windows defender and I do not have any other networking software installed (like hamachi).
I am running out of ideas how to fix this, can you please help me with it?

I will gladly post the results, but I do not know what connection test do you have in mind. Can you guide me through it?
Do you think it is a problem with ISP or router settings? Did other people solve this problem by changing some settings?

I run the test. It failed on my local connection:

but it succeeded when connected to the VPN I was trying to use earlier, where I had the same issue:

Since your connection test was passing on the VPN connection that I had available, I decided to try it once again while connected to this VPN. This time it worked. I am not sure what I did differently compared to the last time - one thing that I did was connect to the VPN and start Steam only after that, that might have something to do with it.
