Well, it all depends on the style you've set for the mod it self.
Your "cartoony" style does match up with the current Generals look. But you should be careful not to mix different styles in the same mod.
That's why real games have an art-director, who has the final word about all the graphical aspects, so that everything stays coherent and matches up.
You'll need to decide among you what style you're going to pursue and then keep to it, even if that means you have to redo some older stuff.
Just look how many Tiger I skins Gracktov did before he finally was satisfied with the style and technique...

I think the model and the skin should both be edited a bit and then see how it looks. Don't get me wrong the model was pretty good.

agreed. some minor touch ups to the model and skin and it should be all good.
