Yes, you just paste his code to your UA ini, you do need to add Owner and Prerequisite and also change his TechLevel to something lower.

Can Boris be buildable in custom maps, If yes please tell his code name (He is not available in map editor). I am not mentioning space commando.

He doesn't really exist as a unit but he can be easily readded. First add him to InfantryTypes list:
[InfantryTypes]
9999=BORIS
IIRC there should be Boris spawns in Revolution Challenge, so you can copy his code from there,(or copy it from vanilla YR 's rulesmd.ini) and make that TechLevel,Prerequisite and Owner are set properly.

You just paste this code anywhere in your map (or the gamemode ini file).
YR's rules is located inside expandmd01.mix (open it with XCC MIxer).
