The Allied Legion rate hike is 1.5%. I figured this one out mentally and using only the commando's cost.

The Legion have this unnamed Commando as their hero unit. Equipped with a Ramjet sniper rifle and some very nifty hand grenades, the Commando is highly effective against all ground targets. The Ramjet can take down any infantry unit (including NEXUS robot troops) in a single hit, while the grenades are used against vehicles and structures.

Useless except for cheap strategies like the above. People really should have lots of detectors for that kind of situation.
