Help with Haldire

Hey every one I've been trying to get haldir to upgrade into a different model when he reaches level 6 which I have done some what :/

The problem is he would get his new model at level 6 only when using the Sword which is a little dumb when he a march warden using the bow but a heavy armored captain when using the sword. I've tried multiple things but have

 had no success there fore any help would be GREATLLY appreciated >:D

Put the USER_4 WEAPONSET_TOGGLE_1 state above the WEAPONSET_TOGGLE_1 one.

That should work :p
