Maybe is a stupid question but the changes must be doing in the "Return of the Witch King, right?

If you want to edit RotWK game, you need to edit RotWK files.1. "data\ini\playertemplate.ini"Search for specific faction that money you want to change, and search for "StartMoney = 0"If this value is set to 0, you can customize starting resources in skirmish menu, if not, faction will start with specified resources.2.
