Mordor Catapult wheels don't turn?

I'm working on implementing a modified version of the Catapult, and I noticed something a bit odd. The Vanilla catapult in game the wheels rotate just fine, but upon rigging the modified ones I noticed that the animations for the wheels don't actually rotate at all. Does anyone know how or why this is? I can of course just manually animate the wheels to rotate myself, which isn't hard, but I would like to know if anyone knows why this phenomenon happens.

The wheels are not turning/rotating on the original _SKN inside w3d

Yes that's my point, because in game they do in fact rotate.

They rotate in game because of code. Make sure these match with your modified version

 

 LeftFrontTireBone           = WheelL01
    RightFrontTireBone          = WheelR01
    LeftRearTireBone            = WheelL02
    RightRearTireBone           = WheelR02
    TireRotationMultiplier      = 0.2   ; this * speed = rotation.
    PowerslideRotationAddition  = 2.5   ; This speed is added to the rotation speed when powersliding.
