Questions regarding 3D glasses on 2D monitors/TVs.

I have a pair of anaglyphic red/cyan 3D glasses that came with a movie in 3D, the one before the technology 3D TVs that require passive 3D glasses. The question is, can I use an ordinary black 3D glasses (the passive ones) to view movies in a 2D monitor/TV other than anaglyphic 3D glasses? If so, what programs/tools that can let passive 3D glasses viewable? Also for 3D viewing of movies/pictures, does it require a refresh rate over 60 hz for better quality and viewing?

 

I remember most recent 3D monitors require a Nvidia or equivalent sort of pricey 3D glasses, but why not passive 3D glasses that are used on 3D TVs?
