Maybe another similar Question:
Who leads Allies and Soviets after Dugan and Romanov are assassinated ? (As there are no doubts regarding Epsilon)

Allies are most likely lead by European Alliance high command since they didn't got a nuke nor they didn't centralized their powers to one place like Pentagon. Also its likely that Siegfried and his pals from Steinstech commands the muscles now. (Which is more likely after London fortress downfall)

 

Russians are still commanded probably by the remains of high command, those who werent in Moscow when Yuri decided to have some fun.  Since Krukov and Reznov are both colonels and the PC is a general in rank yet he is still commanded by someone.

 

Russians helped themselves somewhat by scattering their commanders and generals across their new territories so i doubt actually many generals were slain during the celebrations in Moscow. Just like Krukov, Reznov and PC were stationed in America when Yuri decided to kill Romanov.

 

Or the most likely theory from me is that Latin Confederation is commanding the USSR now, i dont recall them getting any serious damage from Epsilon's uprising (Aside from a... hulk sized disaster and few fails here and there) so majority of command structure should be intact while the military might be weakened. While Russians have the opposite problem, destroyed command structure but sufficient manpower and tech.

Actually they did, that place is called London and protected by Gladius anti-ICBM systems.

Actually, I think that Latin Confedaration may be totally overrun by Epsilon, given the fact, that Yuri had Cloning Vats facility in Rio de Janeiro and Latin's Nuke Silos in Amazonian Rainforest. USA(or rather, SSA), are Soviet's current base of operation, thanks to the Psychic Amplifier in Chicago, keeping PsiCorps pinned down.

Was the mercury strike added to ghost hunt in 3.3.3?, because im sure it was not available in the mission previously

Weird, I remember it not being available in 3.3.1, getting the Athena Cannon instead.

You got it wrong. The Soviet Commander is presumably commanding them by time Yuri starts to wreck havok. (Even by the 1st act 2 mission, the 2 commanders in charge had requested to :inspect: the situation and which later you take in command of nearly of all soviet forces in the map) Latin Confederation's command becomes a question after Thread of the Dread.

 

For the Allies, yeah it might be the European Alliance since their high command is still good (maybe). But I do wonder... What happened to this guy:

I like how in the vanilla game, they had EVA say that it was Crazy Ivan's that killed Carville even though their suicide ability is more of the Terrorist's job LOL

Yeah the MO storyline never bother to mention Eva at all. Was she the Allied Commander's personal aide at the time of the story? Or become one as the war progress?

 

As for Carville, either he could be retired (he is an old guy after all) and even the Command and Conquer wiki did state about that too.

I wonder, if the Finales of Act II will introduce some new stolen tech, since so far we have encountered 4 of them in campaign. I think that Grumble, Wormqueen and Syckle are not so unpropable to appear but would not mind thought to also try out the Perun Flagship, since it wasn't totally cut out. :p

It would be cool but not probable due to them being overpowered and capable of destroying the gameplay or making it very irritating (If AI has them), like Iron Dragoons capable of annihilating almost any ground unit in the game in groups within one or two seconds while firing at artillery range while being covered in a maze of defences. (Like in Thread of The Dead but they weren't grouped thankfully)

it's should be ACTIII due most of tech are avaliable for all 3 side on ACTII(Except Fohen)

On wars progress on ACTIII, they should be some technology expand, Stolen tech may be best answer.

I think the Quickshifter should appear in either Hamartia or Babel, because it's description says it was developed after the Paradox Engine, and if the Allies get all but destroyed in Hamartia, they wouldn't be able to work on it.
