1) Run the game as administrator and in compatibility mode for Windows XP SP3.
2) Manually install DirectX 9.0c from here. Note that this tool will only extract the needed files to a folder - in that folder, run DXSETUP.exe as administrator.
3) If all else fails, remove your uncut patch, it may be placed in the wrong location or wasn't made well to begin with.
