MO 3.3 can't launch the game

Hi all,
I have installed the red alert 2 yuri's revenge, and I put the MO 3.3 file there too. I can enter the game, but when I tried to click the launch button, the game would crash, and say "FATAL String Manger failed to initialized properly". What would be the problem? I tried to troubleshoot the game, and it said the game better run on Windows 8, and my OS is 8.1.
