i accidentally hooked red alert 3 and now it doesn't work at all, I need to unhook red alert 3, but when i go into the hook menu i cant uncheck it, when i launch the game in steam it doesnt even launch, but when i use the C&C online program it launches, but closes before the title screen. I am using windows 10

Firstly, you can try to run C&C:Online as administrator, then open the hook menu to unhook.
If that doesn't work, you can unhook either by uninstalling / reinstalling the launcher, or by manually editing Windows Registry: Open regedit.exe, navigate to HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\, and delete the "RA3.exe" subkey.
 
BTW, normally Steam RA3 needs hooking to work properly. Can you tell us what does "it doesn't work at all" mean?

After having hooked your game, you need to launch your RA3 normally (e.g. from Desktop Shortcut / from Steam), then you will see a C&C:Online Launcher being automatically opened, then you need to click the RA3 button inside the launcher to start the game.
