Uhh okay.

At first I need to know if this is a script or texture problem, Try clicking where the icons are supposed to be, do you hear a sound?

No, my YR and MO only in the directory

Do you happen to have CnCNet YR and MO installed in the same folder?

Try changing screen depth to 16 bit. If that won't help, open compatibility settings for MentalOmegaClient.exe and make sure "Disable visual themes" and "Disable desktop composition" are set.

You should try disabling acceleration in the GFX card settings first (or set it to application control, so each program controls it separately). If that will work, you won't need to install the DirectX SDK.
Otherwise, try what FELITH's link says.
