Tower rush is much easier for besieging bases, especially in some early levels. That's against the level designers' intention.
Btw, we have expansion sites which does quite the same thing, save that they can't move and deploy as you wish.
I don't remember the level designers saying that their intention is to forbid tower rushing. After all, many missions need "dirty" tactics to be won, like engineer rushing with Epsilon and such. It'd just add another tactic to the repertoire. And expansion sites are different.

How about a downsized version of the Imperial Island Fortresses from RA3 for Pacific Front? Basically a super naval vessel with tons of guns that can go toe-to-toe with anything in the sea one-on-one and win.

Did you mean Giga Fortresses? The Floating Island Fortresses are enormous structures housing entire strike forces.
Wow let's make it the allied stolen tech after infiltrating all four factions
Sea mode : Quickshifter missile barrage + Battleship turret *4
Deploy to switch modes
Air mode : Some badass Foehn-style weapon, like Eureka's with massive range and damage. Decimates structures, has terrible minimum range, hurts friends.
Build limit : 1
Price : 4000
Build from : War Factory (In case there's no water area on the map) or Shipyard, plus Tech Center.
Btw, make it nanocore if possible
