Hey i'm testing out a method of moving train using a h2o file

I want to try this using a h2o file that uses a piece of grass or other type of land instead of water to see how it looks.
I've found tools for pretty much every file type other than h2o, is the only file type I can't find anything about or how to edit
And I will also try using the grl files from C3
