Zero Hour/Shockwave unable to connect

Running Zero hour 1.04 + TFD 1.03 patch + Shockwave 1.201 + latest GenTool.

 

Able to log into lobby, see other players, and join game lobbies but starting the game causes me (and other players, shown only by my name) to hang at error messages "Waiting for probe response"  and something relating to port number (only others saw this message but don't remember it exactly), then everyone is booted to lobby with the message "Unable to connect to other players". Vanilla ZH, without Shockwave, does the same thing.

 

What I've tried:

Reinstalled everything around half a dozen times,

Running generals.exe as admin and/or XP SP3 compatibility mode,

Went into router settings after setting up static local IP and tried port forwarding and triggering > no change, various tools still report ports as being closed,

I may have opened the wrong ports but after looking around the internet the only numbers I found were 16000 and 40000...

Which I imagine shouldn't matter if I turned on DMZ - but even that didn't fix it.

 

Windows firewall has the exceptions set up, but is disabled.

No other such programs installed.

 

Also, though it doesn't really relate to C&C Online, when using SWR.Net I'm unable to see any players or games in the lobby at all.
