-I have Red Alert 3 on steam ( i just bought it )
-I start the c&c online i launch the Red Alert 3 and there is no error , the game isn't starting , nothing happends.
- I'm using Windows 7
- That folsder doesn't exist in my %TEMP%

It would be very rare indeed for an error log not to be generated in those circumstances. If there really isn't one, I suggest that you remove and reinstall the C&C:Online launcher.
You could also try hooking the game (which you normally need to do with Steam games). See "Launcher issues" under Common Issues & Solutions.

Hi, just to be sure, are you saying that "%TEMP%" doesn't exist, or the "CNCOnline_Log.txt" doesn't exist in your "%TEMP%" folder?
BTW, every time you restart C&C:Online launcher, it will clear the error log file, so please don't restart your C&C:Online launcher if you encounter any issues.
