Is there any tool to compile (.RLE) minimapas style BEL ??

 

I need to modify certain maps for my mod.

Hi, here are the tools to convert RLE to BMP files (and vice versa):

(requires a Java Runtime Environment)

Any idea how to use these 2 files? I only see Rle2Bmp.class and Bmp2Rle.class, I can not open them as if they were an .exe

They require a Java Runtime Environment like H says, so you google "Java Runtime Environment". Install that and you can run a ".class" file.
