Did you launch the game by hooking? You generally need to do that with Steam games. See "Launcher Issues" in Common Issues & Solutions.

I am his friend, so we combined both how to launch. He Tried hooking. I will tell him that errorlog is needed

try and put your cnc launcher compatibility to Windows Xp service pack 3 and then change the compatibility to your C&C3 .exe files to Windows Xp service pack 3 as well

Are you running the launcher as administrator? You can set that in the short cut properties.

I would delete the shortcut you made to hook, make another one and hook with the launcher running as administrator and hook again.

If that does not help, delete the short cut again. This time run Steam as administrator (right click the icon) and make a new short cut and hook again.

Please try that and if you get the same problem, post the error log again.

With RA3 and Steam, it's probably better to use Win 7 compatibility.

If he launched in the way I suggested above, it may be his anti virus that's causing he problem. Could find out what he uses and ask him to try disabling it?

Can you find out what anti-virus he was using. Some of them still cause problems, even if disabled.
