BFME1 will not start.

You can navigate to "C:\Users\YourUser\Appdata\Roaming\My Battle for Middle Earth Files" and create there the option.ini.

 

If you prefer you can press Windows key + R and write %APPDATA%, it will take you directly to the roaming directory.

T3A will launch but the game itself will not launch.
Game was update is instruct on the website.
Windows 8.1 64-bit
amd radeon R 390

had to make a option.ini file fixed everything.
