Air-General - Intentional Disconnect / Intentional Delaying the Match - Confirmed

A report of Intentional Disconnect / Intentional Delaying the Match in a game played in Zero Hour has been made against Air-General (Revora Member BlackHorse24) and the adjudicator has found the report to be valid.

I give Air-General three clear days to explain himself. If I do not hear from him within that time, the report will be confirmed and a sanction may be imposed. The explanation and any mitigation may be given here or in the report topic on gamereplays.

I deal with two reports arising out of the same game together , one against Air-General aka BlackHorse24 and one against Laser-General aka WhiteHorse. The reports and the decisions can be found, respectively, here; Air-General - Intentional Disconnect / Intentional Delaying the Match - Confirmed and Laser-General - Intentional Disconnect / Intentional Delaying the Match - Confirmed.

Peralva has confirmed both reports (although, understandably, without particularly specifying which offences are operative in each case). Before I go on to explain the penalties, I should make it clear that the decision to the confirm the reports and the penalties that have been imposed turn on the particular facts of the reports and cannot be taken as setting a precedent for similar cases in the future.

Turning to the accusation that the match was delayed deliberately, the basis of that is the relatively recently specified offence here;

Intentional delaying a match
There are several possibilities to delay the game's progress intentionally. Please provide screenshots showing the extent of delay (GenTool timer) or if possible the quality of delay (e.g. continuous disconnecting / reconnecting) or anything else that proves your accusation.


I have been shown a very large number of screenshots from GenTool from both players that demonstrate that both players spawned screenshots to the extent that the gameplay ground almost to a halt. In the case of Laser-General, that continued for at least 15 minutes. A game that, according to the replay, would have lasted about 5 minutes lasted around 25 minutes. Although Laser-General disconnected before the game ended, that delay, effectively, made the match a non-game. In some ways, that conduct is more offensive than merely disconnecting from the match because not only were the remaining players deprived of a definitive end to the match and their victory but they were forced to wait in the meantime. In those circumstances, I am going to impose the penalty that I would have imposed for an intentional disconnect on C&C:Online (although not on gamereplays), namely a suspension of one week from C&C:Online.

While Air-General participated in the same conduct initially, his participation ended when he disconnected earlier in the match. Despite that, it seems to me, from some of the screen shots that I have seen and the circumstances, that Air-General was acting in concert with Laser-General in his attempt to disrupt the match. For that reason, despite the fact that the delay caused by him persisted for a shorter period, I am going to impose the same penalty on him that I imposed on Laser-General, namely a suspension of one week from C&C:Online.

Having decided that, I do not need to go on to consider the Intentional Disconnect allegation, although absent the other conduct, I would most likely have concluded that that part of the allegation, if standing on its own, was insufficiently evidenced.

Air-General aka BlackHorse24 suspended from C&C:Online until after 4 May 2017
Laser-General aka WhiteHorse suspended from C&C:Online until after 4 May 2017


For the avoidance of doubt, any attempt to circumvent the suspensions I have imposed by use of duplicate accounts will result in severe penalties, which may include a permanent ban from C&C:Online.
