RA3 Connection Problems 'Connection are in progress'

I am running Red Alert 3 on Steam hooked with C&C Online. I am able to log in and invite my friend to games, both multiplayer or co-op, but on attempting to start, I get the error message;

Connections are in progress, or connection problems detected. Please wait for the connections to finish, or kick the player who has the connection problem. Failed connections: 1-2

I am on Windows 8.2 and have made an exception for my firewall. I have no other network programs running and I deleted the FirewallOverride line from my Options.ini (as did the other person I am playing with).

Thank you. Did you make the firewall exception yourself or was it created by the game install? It looks to me like one of the services that are required to host a room is still blocked. Please could you switch Windows Firewall off completely (for both kinds of network) and then try to host a room? Would you post in here immediately afterwards so I can try to trace that in the server log.
