Tanya trained Finalize (Tanya is basically both of them but with C4 but no mad healing)
Siegfried and/or Yunru trained Eureka (all have AOE attack

Nah, if VOLKNET is using some cybered upgraded corpse for hosting Uragan, most likely candidate would be Volkov's body.

I am now confused on the prospect of assigning a gender to Uragan if it was revealed it was a borne from Irkalla.

I don't know about effective resistance to mind control (Fin and Alize are the ones with that), but last remnants of the free world? That pretty much their backstory.
