C&C RA3 CA Public Patching issues

- When I launch my game using the C&C:Online launcher, I get the following error: "CA public key patching routine failed"
Solution: Try setting the launcher to Windows XP compatibility mode

-I took this tip and tried it for myself, Two options, Windows Xp Service pack 2 and 3, tried both, didn't work, 

-Continues to Say CA public key patching routine failed

 

-Any Ideas how to help fix this?

-I do use steam
