[Red Alert 3, Launcher Issue] Cannot run game, not even through Steam

My operating system is Windows 10. I am running the Steam version of Red Alert 3.

 

I carried out the steps in the FAQ to the best of my ability. The CnC: Online launcher is set to run in Windows XP compatibility mode (Service Pack 2) and with "Run as Administrator" enabled. RA3 claims to be hooked, but no pop up ever came up, and any attempt to unhook (in order to rehook) through the launcher itself is unsuccessful. I do not know how to manually unhook, if there is a way.

 

Whenever I try to launch the game, I get the "Still don't own all the CnC Games?" pop up. I click through it, then the RA3 launcher runs. Right after it comes up, the "CA public key patching routine failed" error pops up.

 

Whenever I try to launch the game through Steam itself or the RA3 desktop shortcut, the "Still don't own" pop and the launcher fail to come up entirely.

Then, at the claim that my cousin had gotten the game to work on his computer (we had both been struggling with the same issue), he suggested I try Windows 7 compatibility. I switched, ran the game through the CnC: Online launcher, and while the "CA public key" pop up did not show up, the game ultimately failed to load after staying on the RA3 launcher for some time.
