Im asking what is the tech level of each unit.Its a weird question i know but i dont know how else to put it.

Neither on both. ( And before you say anything, tier doesn't equal Tech level)
From what I saw so far,
Tech Level 5 is Tier 2 entry, some basic Tier 2 vehicles and infantries are included
Tech Level 6 allows some of the Tier 2 vehicles (includes Demo trucks/buggies, Dustdevils, Angelsharks, Dolphins and Giantsquids) and infantries (SEAL, Medic, Ivan, Dunerider and Huntress). Also allows the tier 2 defense towers and grids.
Tech Level 7 allows MCV building as well as some utilities such as Nanocoat Regulator, American Drop Control, Soviet Nuclear reactor and Mind Reader
Tech Level 8 is Tier 3 entry, allows the tier 3 infantries and spies (Adepts and Elites are apparently included). Foehn infantry tier 3 is not included in the list. Only artillery vehicles are included.
Tech Level 9 allows most, if not all Tier 3 tank, mostly the 'Monster Tanks'. Also allows Foehn Tier 3 infantries, as well as Allied and Epsilon Tier 4 (Chrono Legionaire and Virus). Arsonist also falls to this category. Larger ships included.
Tech Level 10 allows Heroes and Epic Units. Anti-building Airships included here as well (that includes Cryocopter and Dybbuk-Es). Stolen Techs also fall into this category. Superweapons, Iron Guard, Fake Buildings, Knightfall Protocol, Harbinger Tower, Plasmerizer and M.A.D. Mines are included here

From what I remember, Tech level 1 allows power plants, barracks, refinery, basic defenses (Sentry gun, Pillbox, Sonic Emitter, not sure about Gatling cannon or walls), garrisonable infantry, engineer and dogs/spooks.
EDIT: Apparently the lowest Tech level available is 4 now.
Allies : - Power plant, Barracks, Refinery, War Factory, Naval Shipyard
- Walls, Gates, Pillbox, Gun turret, Sonar Pulse
- garrisonable infantry, Engineer, Attack Dog
- Miner, Robot Tank, IFV, MBT, Amphibious transport, Destroyer
Soviets : - Tesla Reactor, Barracks, Refinery, War Factory, Naval Shipyard
- Walls, Gates, Sentry Gun, Battle Bunker, Repair Drone, Naval Mine
- garrisonable infantry, Engineer, Attack Dog
- Miner, Terror Drone, Halftrack, MBT, Amphibious transport, Typhoon Attack Sub
Epsilon : - Bio Reactor, Barracks, Refinery, War Factory, Naval Shipyard
- Walls, Gates, Gatling Cannon, Tank Bunker
- garrisonable infantry, Engineer, Spook
- Miner, Stinger, Gatling Tank, MBT, Amphibious transport, Pirahna
Foehn : - Windtraps, Barracks, Refinery, War Factory, Naval Shipyard
- Walls, Sonic Emitter
- garrisonable infantry, Engineer
- Miner, Teratorn, Jackal, MBT, Amphibious transport, Swordfish
Best pick would be Soviets and maybe Yuri (because of Bunkers).
Just be careful on maps with Secret labs
