It appears your router and/or connection is not capable of NAT negotiation.
==> You will need to use port forwarding and possibly configure a static port.
Press any key to continue . . .

I tried with the port forwarding and same problem, can you help me how to port forwarding maybe I don't do it right ??
And now my ip adress is static.

If you are having problems connecting to other players, it's the UDP ports that you need to forward (not TCP).

This guide tells you how to portforward everything properly for ZH Tip of the Week #108 - Port Forwarding

It's usually easier to set your computer as the DMZ (unless other people in your household are playing games). See if you can do that using the MAC address of the network card on your computer. Otherwise you will have to give your network card a static IP address (like you will have to if you portforward).

Yes my cousin is also my neighbor and he plays Generals ZH and he has same problem. So we need to portforwarding with UDP protocol.

Let me ask you something , you see in this picture my router settings have start and end ports for my external and my local IP adress, and in the link you send says to fill in for start and end port in my local adress.  When I fill in like the picture and after that when I check with the program if my port is opened , it says no.21035162_2019506601668882_370711163_o.jp

The port probably will not open unless the game is running.     However, that is not the port (or the protocol; should be UDP) you need to forward.
