Would you happen to have any insights into why my settings reset each time the game is launched? e.g. Scroll Speed, Voice Volume, Alternate Mouse Setup and Resolution.

You should have a file Options.ini in
\My Documents\Command and Conquer Generals Zero Hour Data
Make sure that that file is writable. You can copy the contents as a back up and then try deleting the file.
