I don't have a record of that name so you should be able to make it as a new name.        However, I can see how the opening quotation mark might cause systemic problems.     Did you try making the name?

Not yet ToxicShock, but iam 100% sure i used this name years ago before i ended ZH....

Or maybe you have an other record that's similar to this one, for example An4C0nDa or someting like that?

If not well then its okay too, i just want to be sure that none other use it so far.

We didn't keep a record of Zero Hour names or stats so unless you or someone else used the name in a different game, it shouldn't be a problem.       Please try to make the name as a new name and let's see if it causes problems.      

 

If you want stats from an old gamespy name, you may have those stored (against the profile number, not the name) in 

\My Documents\Command and Conquer Generals Zero Hour Data\GeneralsOnline

 We might be able to restore those further down the line, so you should probably keep the content of that directory safe in case that happens.
