When AI has no money, it will manage to build a construction yard and then build a refinery.
It should not be allowed I think.

It won't build anything if it has no money, and will start selling stuff just to get anything out. If it manages to get a ConYard, that means it had money for it.
It shouldn't build refineries in modes like Oil Control, though, so it's a bug if it happened.
