Let me just answer my own question so anyone else who sees this and has the same problem can have it solved. You must download the Gentool app. It is not just an add on, its necessary for server connection to work.

Purchased the game through origin, created a cnc account and server account. I insert the correct information and submit login. Each time I do so I receive the "Buddy Server Connection Refused" I've spent prolly 4-5 hours today since i bought the game trying out different hosting services and what not, to no luck. Please help if you can. Much appreciated.
Edit: I am attempting to login to the online segment of multiplayer, not the network tab.
