It looks like this is a common issue.

It opens the load screen, but does not start the game.

Please could you ensure that you can start TW without using C&C:Online (i.e. that the problem is not with Steam).    If you can do that, I can probably help you.    If you hooked TW on the launcher, don't forget to unhook it before you try.

Both TW and KW boot up fine without using C&C Online.

I just began playing these games. I hadn't played since RA2, but I love the series. I have the same problem with C&C3 and TW from Steam. Where can I find the error log to post it?

See this, which tells you were to find the log: How to Report Issues. If you have problems finding the log, please could you make a new topic and say so in there. I can probably still help you in that topic.
