Hm... It said it can’t find a certain process.
Is it the first time Kane’s Wrath has been ran through steam?
If so please run the game for the first time so it’ll install and configure the files first.
Then give it another try as Administrator.

I downloaded the installer who threw me
After which he ran through Steam game
Cnc online launched itself
Clicked on Kane's Wrath
The game itself started and went to the Internet section, entered there login and password
Clicked the input, after which vylazet window "it is not possible to establish a connection"

No! You must still be "hooked". Unhook the game (uninstall the launcher if necessary) and just start from Steam.

Hmmm. It looks like either your set up or your provider are blocking a port (TCP port 6667). That connection is not being made (although the other necessary connections are). There is no very easy way to test for that with Windows 8. Could you ask your provider if they block that port?
You can get round this problem by using a VPN, but let's look at that after we have established the true cause.
